What I need first
  • URLs plus, for each, the region that actually matters — the price table, a specific clause, a status field, a model list. A URL with no stated region produces a watcher that alerts on everything and is muted within a week.
  • Per target, which changes are worth notifying a person about and which are recorded silently. Deciding this after the alerts start is how a watcher becomes a feed nobody reads.
  • Where captures live and how long they are retained. A change claim whose before-and-after is no longer retrievable cannot be defended, so retention is stated up front.
  • Where notifications go and who reads them, so an alert has a named recipient who can mark it as noise and improve the watcher.
